Why get an e-bike?

Are you eligible?

• You must be at least 18 years old.
• You must apply and be approved to participate (see application steps below). Purchases made before you get approved are not eligible.
• You must agree to the Terms and Conditions of the program.
• If you applied for the Utah DEQ's Summer 2026 E-bike Program, you are not eligible to participate in the Weber State Community E-bike Program this Fall.

How it works:

Step 1: Submit a quick eligibility application

• Fill out a quick 15-minute eligibility application to ensure you qualify for the program (open from September 21-25).
• The Utah Department of Environmental Quality (DEQ) will let you know if you are approved.

DEQ needs to know:

• Your contact information (name, email, phone number)
• Your age and current home address (with documentation verification uploaded)
• If you qualify for the higher voucher amount based on your income (with documentation uploaded)

Your application must be reviewed and approved to proceed to the next steps.

Step 2: After DEQ approval, agree to safety information within 2 weeks

• REQUIRED: Watch a quick 6-minute online safety video and review other safety information.
• This requirement is in place to help everyone ride safely and have a better experience with their new e-bike.
• Watch and certify you watched it via the application portal

Step 3: After receiving your voucher from DEQ, purchase the e-bike from an approved store within 4 weeks

• After you have completed Steps 1 and 2, you will receive an email with instructions from DEQ on how to use your voucher to purchase an e-bike.
• Shop around, test drive, compare specs, and explore your options in this spreadsheet before you buy!
• Go to an approved store to purchase your e-bike within 4 weeks. (If the link is not working for you, take a look at the participating stores using the tabs on the spreadsheet linked above)
• Due to popular demand, this time limit is in place to ensure more people get to participate in the program.

Cost Breakdown:

• Average cost of basic e-bike: $1000-$2000 ($200-$1600 with voucher, depending on model selected and voucher amount received)
  • Expect 20-60 miles of range and a simple but sturdy frame; a good replacement for a standard commute
• Average cost of higher end e-bike: $2500-$4000+ ($1700-$3600+ with voucher, depending on model selected and voucher amount received)
  • Expect 40-80 miles of range and potentially lightweight construction, specialized accessories, and higher quality components

Frequently Asked Questions:

• What voucher amount was I approved for?

  For those that are approved, your email with the voucher ID will start with the amount that you were approved for (either $400 or $800).

• Am I eligible to participate in the program?

  Participation is open to Utah residents who meet the following requirements:

  • You must live in one of the designated counties: Davis, Salt Lake, Tooele, Weber, or Utah County
  • You must be at least 18 years old
  • You must apply and be approved to participate

• What is the voucher process?

  • After you apply and get approved, you must watch the required safety video and agree to safety information.
  • After submission of that, you will then be sent your voucher information and must purchase the e-bike at one of the approved stores within 2 weeks.

• Who qualifies for the income-qualified voucher?

  To meet the income-qualified voucher requirements, the applicant's gross household income must be at or below 60% of Area Median Income (AMI) in their county.

• How many available spots are there in the e-bike program?

  There are 50 spots available for the Weber State Community E-Bike Program. Eligible applicants will be selected by lottery after September 25.

• Can I stack this incentive with store discounts?

  Yes, you just can’t get any cash back.

• I never received an email after I submitted my application. What should I do?

      First, check your spam/junk inbox for an email from the official program address: daqgrants@utah.gov
      If you still have not received a confirmation email, contact the program administrator directly at asmorrill@utah.gov

• Can I purchase the e-bike from any store?

  No, you must purchase an e-bike from one of the approved stores only.

• Which e-bike models are eligible?

  E-bikes may only be purchased from one of the approved stores. Browse this spreadsheet of bike models per store, and the stores can provide more information in-person.

• What can be purchased with a voucher?

  Eligible e-bike models and associated accessories (including a helmet, bike lock, etc) can be purchased with a voucher. The approved stores can provide more information about this when you make your purchase.

• What are the best ways to use and maintain an e-bike?

  You should remove the battery from the e-bike when not in use and store your battery inside.

• Do I need a motorcycle license to ride an e-bike?

  No, the requirements around e-bikes are different than e-motorcycles and other motor vehicles.

  To be considered an e-bike in Utah, a device must:

      Have operable pedals
      Be 750 watts or less
      Follow Class 1, 2, or 3 definitions

  Devices that exceed 750 watts or can go over 20 mph using the throttle alone are not e-bikes and may be regulated as motor vehicles. This includes driver license, motorcycle endorsement, and insurance requirements.
