This Weber State University Emergency Operations Plan identifies both natural and man-made hazards which may impact the Weber State University campus population. This plan does not cover all situations but does give basic administrative guidance in handling most campus emergency or disaster situations.

The guidelines set forth will serve as the basis for effective response to any hazard that threatens the campus. Additionally it will facilitate integration of mitigation into response and recovery activities. It also provides pertinent information for coordination with city, county, state and federal government entities during situations that necessitate implementation of this Emergency Operations Plan (EOP). It is strongly focused on Emergency Operations Center (EOC) activities and will utilize the National Incident Management System (NIMS) as its system of preparing for and responding to disaster incidents.

The policies and procedures apply to all personnel, buildings and grounds, owned and operated by WSU and adjoining areas. Any exception to these procedures will be conducted by or with the approval of those administrators directing and/or coordinating the emergency operations.

The President of WSU will establish basic policies that govern the emergency management response, declare a campus emergency when required, and act as the highest level of authority during an emergency. The Emergency Operations Plan is established as a supplement to the administrative policies, procedures and practices followed during normal university operations.

When implemented, it serves as the WSU Emergency Operations Plan, putting into place authorities for activation, personnel emergency assignments and emergency operational procedures, including activation of the Emergency Operations Center (EOC).

Becoming familiar with this EOP is an important responsibility and will help the user take minimal time to find guidelines, procedures and supplemental information, which allows for immediate use when required during an emergency. Utilization of checklists and forms when participating in drills, exercises, or in actual events will assist the user to complete tasks in a timely manner and will also provide official records to be kept on file after an actual emergency response. 

This EOP will be updated annually and revised as needed; users should supplement this EOP with additional materials to ensure complete information is included for emergency response and recovery.
