Rationale for this indicator as a valid measure of achievement
This is one of two achievement indicator for the ACCESS core theme about OPPORTUNITY: The objective is to provide access to higher education opportunity. This indicator focuses on diversity and inclusion while the other focuses on non-traditional students.
This indicator monitors efforts to make programs and courses available to people of the region who are historically under-represented in higher education.
Acceptable achievement thresholds for metrics assessing this indicator are

WSU's enrollment of ethnically diverse students will increase at least proportionally to overall enrollment.

More than 25 percent of WSU's enrollment will receive need-based aid.
