A large or medium project will need to follow the procedures below. A small project will not need approval from ITAC but needs to be documented to insure completion.
The project proposal will document the strategic purpose and goals of the project. It will be used by the ITAC committee to determine if the project is needed and it meets the University’s mission. This document is completed by the Project Sponsor.
The Project Manager reviews the existing Project Proposal, confirming the information as it exists and clarifying issues and questions with Project Sponsor. This establishes a foundation of understanding upon which the Project Manager can work with the Sponsor to plan and manage the project.
The Project Sponsor and Manager will present their proposal to the ITAC committee. The ITAC committee will either approve and prioritize the project proposal or reject it. The ITAC committee meets only three times a year to hear proposals.
The Project Manager works with the Sponsor to coordinate the recruiting and confirmation of the Project Team. They establish resource assignments, time requirements, and administrative expectations with appropriate functional managers. This opens communication and engenders support from the functional support group of each team member and resource.
Establish Rules with Management
The Project Manager establishes and validates with management, the procedures that will be followed to govern the project. This facilitates appropriate and effective participation. A SLA should be created and agreed upon with management.
Before the project planning begins, make sure the funds are available and set aside for any software, hardware or training that will be needed to complete the project.
