Students who are not claimed on a tax return of any person, who is not a resident of Utah, will be eligible for residency after having lived in Utah for just one year. This means students residing in Utah for 12 continuous months who are financially independent will be able to apply for residency. They must also have a Utah driver’s license or identification card and a letter of financial independence.
THE FOLLOWING IS A LIST OF SUPPORTING DOCUMENTATION THAT IS REQUIRED THAT EACH APPLICANT PROVIDE:
Utah driver’s license or Utah identification card with an original date of issue or renewal date at least 3 months prior to the student’s application for resident student status.
Declaration of Financial Independence must include, at a minimum, evidence that the person is not claimed as a dependent on the federal or state tax returns of any person who is not a resident of Utah.
Utah voter registrationdated at least 3 months prior to the student’s application for resident student status.
Utah vehicle registrationdated at least 3 months prior to the student’s application for resident student status.
Proof of payment of Utah state income taxfor the previous year.
A rental agreement or mortgage document showing the student’s name and Utah address for at least 12 months prior to application for resident student status.
Evidence of employment in Utahfor at least 3 months prior to the student’s application for resident student status.
If you are a Permanent Resident Alien you will need to provide a photocopy of your Permanent Resident card.
THE FOLLOWING LIST OUTLINES THE ADDITIONAL DOCUMENTS REQUIRED based on how you qualify under the policy for residency eligibility:
You have resided in Utah for 12 continuous months:

Your spouse’s or parents full-time, permanent employment in Utah:
Letter from Utah employer verifying full time, permanent work including hire date
Copy of parent’s federal tax return verifying you were claimed as a dependent
Utah driver’s license, vehicle registration and voter registration for spouse/parent
Utah Resident Away at College:
Letter from out of state school verifying out of state residency status at that institution
UtahState tax return (most recent copy)
If student is a dependent of Utah parents, copy of parent’s federal & state tax returns
Utah Resident Away on Military Duty, Government Volunteer Service or Ecclesiastical Service:
Copy of Military orders
Letter from organization verifying temporary volunteer/ecclesiastical service, including dates of service.
Former Utah Resident with long-term ties to Utah:
Copy of UtahHigh School diploma
Verification that absence from Utah was less than 48 months
Verification of non-resident tuition paid if you have attendance at an out of state school
Unmarried person 23 years of age or younger with a parent who lives in Utah:
Utah driver’s license for Parent
Utah vehicle registration for Parent
UtahState tax return for Parent (most recent)
Utah voter registration for Parent
Active Duty Military stationed in Utah:
Permanent Change of Station orders to Utah
Military ID card for student who is applying
Social or Rehabilitation Services Agency client:
Letter from agency counselor verifying educational support from the UtahState agency
Membership in American Indian Tribe:
Certificate of Blood showing tribal membership in one of these tribes: Navajo, Goshute, UteMountain, Hopi, Zuni, Ute, Paiute or Shoshone
Immigrant Placed in Utah as a Political Refugee:
Letter from Refugee Placement Services verifying direct placement in Utah from the refugee’s home country
Marriage to Utah Resident:
State Marriage license
Utah spouse’s last two years of UtahState tax return prior to marriage. If a tax return was not filed, submit a letter of explanation
Utah spouse’s driver’s license
If you are a foreign student, you must provide a copy of the receipt you receive from USCIS for filing the I-485 Application
Member of Utah National Guard:
Copy of annual contract
Submission of the above information in no way acknowledges residency reclassification. Once a completed application with supporting documentation is received in our office, it will be evaluated for eligibility. We reserve the right to request any additional documentation necessary to determine an applicant’s eligibility. We will notify the applicant by mail if additional documentation is required and also notify the applicant of the residency determination made.
